French EPR for sellers established in Italy

Updated 15 October 2026 · by Bachir Djebaili, founder of REP·Pro

Direct answer: An Italian company selling to French customers is established in another EU member state. As we read the texts, for a producer established in another EU member state the representative established in France is an option, not an obligation: the producer can register directly with the eco-organisations, or appoint a representative to carry the formalities. It is you who determine which route fits your company.

The situation

An Italian company selling to French customers is established in another EU member state.

The representative established in France

As we read the texts, for a producer established in another EU member state the representative established in France is an option, not an obligation: the producer can register directly with the eco-organisations, or appoint a representative to carry the formalities. It is you who determine which route fits your company.

What does not change with the country

One registration per scheme, one identifier per scheme (FRxxxxxx_xx), declarations at the rhythm of each eco-organisation, contributions at the published scales. The schemes · the eco-organisations · the marketplaces.

Not covered here

VAT, the One-Stop Shop, customs duties and product safety are separate subjects with their own rules; this page says nothing about them.

If you need a representative established in France

FrenchEPR is written by REP·Pro, an authorised representative (mandataire REP) based in Béziers. Its self-service plan registers a producer with the eco-organisation of each scheme chosen, obtains the identifier and files the declarations: one scheme €29 a month on a 12-month plan, no setup fee; up to three schemes €59; up to six €89; beyond 6 categories, monthly billing only. Eco-contributions invoiced by the eco-organisations are separate. Published prices · Appoint a representative.

Guides are general information drawn from public texts and public pages, not advice on an individual case. It is you who determine whether your situation falls under French EPR and which schemes concern your products.

FAQ

Does French EPR look at my country?

No: at the act of placing a product on the French market. Wherever the seller is established, the first placing on the market designates the producer.

Is a representative established in France an option for a seller from Italy?

As we read the texts, for a producer established in another EU member state the representative established in France is an option, not an obligation: the producer can register directly with the eco-organisations, or appoint a representative to carry the formalities. It is you who determine which route fits your company.

What about VAT, OSS or customs?

Not covered here: this site concerns EPR only, and makes no statement on tax.
